There is no common sense answer, and most usually resort to the following explanation: It's Italy. No comments needed.

In practical terms the answer in similar cases in Italian cities usually comes down to this: it is easier and less effort on the part of operations personnel to run diesel buses, while the minimal trolleybus service needs to be maintained in order to get appropriate subsidies. Hence you get one or two trolleybuses running, while the rest of the fleet is dormant. I've seen this scenario play out in other Italian cities as well.
