In short, after an accident where the trolleybus was not at fault, the mayor and the head of the transport department (who bribed the mayor to get his position) called the trolleybus obsolete. In 1 year, the 3rd largest network in China was completely dismantled. When replacing with diesel and gas buses, the transport department head took bribes from bus builders to replace trolleybuses.

There was already some private interests promoting the 'superiority' of diesel and gas buses, and this accident accelerated the process due to the immense negative press created by the mayor's office, particularly in the northern provinces. In Qiqihar, only route 106 was left at the end of 1999; overall, the accident was a catalyst that led to many cities ending trolleybuses or significantly reducing the network.
