"One of 25 new streetcars now being delivered to your municipal railway" - what does it mean? Is this a kind of advertisement from the era of these cars' delivery to SF?

Presumably, this is a copy of the original advertisement (message) that was once present at the time of delivery.
This tram was more than likely restored to its delivery condition, and such a message must have been part of it.
