They share same font of the numbers in same places. With pretty much similar background. So yeah i'm pretty sure it's Haverhill, MA.

Only because my personal knowledge is very bad and I have no kind of source for the photo. It does seem to be this vehicle

It appears to be a Haverhill & Southern N. H. St. Ry. car, later the system was taken over by the Massachusetts Northeastern.

A rare and very interesting picture. None of those open cars have survived, to my understanding, but the Seashore has a body of a closed one, #50, from the post-1913 system.

If you can try to read the sign on the left side it may be an indication: I have no information about the source of the photo, I got it as a gift and had to identify it completely out of context.
