Thats no second hand, this are new trolleybusses, which send from factory in Pyongyang to Wonsan in March 2019. Some of them get in service and so it is realistic that the first star has already been received till now.

When the trolleybus system in Wonsan was reactivated after years of suspension?

Probably 2019. In 2018.11 the Songdowon was still there.

There was no closure of system, but for some years this was only in unregular service. But now it have a great future! :-)
